UPDATED - Extension of air traffic restrictive measures to and from Portugal, and its exceptions

 
     

  Dear Visitante,

The context of the epidemiological situation caused by COVID-19 imposed the implementation of several contingency measures, namely the banning until 17th April of air traffic to and from Portugal from all flights to and from non-EU countries.

A Recommendation of the EU Council was published on 30th June 2020, followed by a joint dispatch by the Minister of Foreign Affairs, the Minister of National Defense, the Minister of Internal Affairs, the Minister of Health and the Deputy Secretary of State for Communications, providing guidelines regarding air traffic.

These measures have been updated every 15 days. The most recent update was published on July 31, 2020, providing the following:

a) To maintain the authorization of flights to and from Portugal to and from the EU, Schengen area (Liechtenstein, Norway, Iceland, and Switzerland) and the United Kingdom;

b) To authorize flights from countries with a positive epidemiological assessment, updating the list of counties to Australia, Canada, China, Georgia, Japan, Morocco, New Zealand, Rwanda, Thailand, Tunisia, and Uruguay;

c) To authorize flights to support the return to Portugal of nationals or holders of residence permits in Portugal, as well as humanitarian flights, if recognized by the competent services in the field of foreign affairs and by the competent authorities in the field of civil aviation.

d) To authorize the return flights to the respective countries of foreign citizens who are in Portugal, provided that such flights are promoted by the competent authorities of those countries.

e) To authorize flights to or from Portugal to or from non-EU and non-Schengen countries, that were hitherto partially prohibited, solely to allow entry into or exit from Portugal of:

  • EU nationals; nationals of Schengen associated countries and their family members; and third-country citizens legally residents in an EU country; 
  • Third-country nationals travelling for work, study, family reunion, health or humanitarian reasons and provided that the country allows the same right to a Portuguese citizen.


In order to enter Portugal, passengers of such flights must present proof of a COVID-19 test, with a negative result, carried out in the last 72 hours before boarding.

Portuguese and foreign citizens residing in Portugal who do not have proof of the COVID-19 test:


a) Shall be directed by the responsible security authorities to carry out the said test at their own expense, at the airport.

b) In case of refusal to carry out the COVID-19 test on arrival in Portugal, they shall be immediately notified by the Foreign and Border Service to carry out the test within 48 hours, at their own expense, and may incur the crimes of disobedience and spread of contagious disease.

c) Until receiving the negative result, these citizens must remain in the residence or accommodation indicated by them, otherwise, they may incur in spreading of contagious disease’ crime.


Foreign citizens, not resident in Portugal who board without the proof of the COVID-19 test, or whose transit forces them to leave the airport facilities, must be refused entry to Portugal, and the company is subjected to an administrative offence proceeding.

These measures will enter into force on August 1st, 2020, and will be effective until August 15th, 2020.
