Extension of air traffic restrictive measures to and from Portugal, and its exceptions 


  Dear Visitante,

The context of the epidemiological situation caused by COVID-19 imposed the implementation of several contingency measures, namely the banning until 17th April of air traffic to and from Portugal from all flights to and from non-EU countries.

A Recommendation of the EU Council was published on 30th June 2020, followed by a joint dispatch by the Minister of Foreign Affairs, the Minister of National Defense, the Minister of Internal Affairs, the Minister of Health and the Deputy Secretary of State for Communications, effective until 15th July, providing for new guidelines with the aim of extending the restrictive measures on air traffic to and from Portugal, namely:

  1. To authorize flights to and from Portugal to and from the EU, Schengen area (Liechtenstein, Norway, Iceland and Switzerland) and the United Kingdom;
  2. To authorize flights from countries with a positive epidemiological assessment, these being Algeria, Canada, South Korea, Morocco, Tunisia and China;
  3. To forbid flights to and from Portugal to or from countries outside the EU or countries outside the Schengen area, except for:
  • flights from Portuguese-speaking countries;
  • flights from Brazil (only flights from São Paulo or Rio de Janeiro);
  • flights from the USA.

These flights will only be permitted if the journey is to allow entry into or exit from Portugal of:

  • EU nationals; nationals of Schengen associated countries and its family members; and third-country citizens legally residents in an EU country;
  • Third country nationals travelling for work, study, family reunion, health or humanitarian reasons and provided that the country allows the same right to a Portuguese citizen.

In order to enter in Portugal, passengers of such flights must present proof of a COVID-19 test, with a negative result, carried out in the last 72 hours before boarding.

It is important to note that Portuguese citizens and foreign nationals residing in Portugal who do not have proof of the COVID-19 test with a negative result, will be forwarded by the competent security authorities to carry out the mentioned test at their own expense.

It should be added that despite the gradual opening of borders within the EU and the Schengen area, there is still a list of countries that impose restrictions on flights from Portugal, namely Denmark, Finland, Lithuania, Slovakia, Latvia, Cyprus, Malta.
